Two stamps from series Netherlands 1899 Queen Wilhelmina (3 ct and 17½ ct) were overprinted with "Dienstzegel port en aanteeken recht" to make service stamps. However, they were never used. A second provisionally overprint (10 ct and 1 Gld) made them regular issues, in the Netherlands called Clearance Issues.
