History of the Navy

The Austro-Hungarian Navy or Imperial and Royal War Navy (German: kaiserliche und königliche Kriegsmarine, in short k.u.k. Kriegsmarine, Hungarian: Császári és Királyi Haditengerészet) was the naval force of Austria-Hungary. Ships of the Austro-Hungarian Navy were designated SMS, for Seiner Majestät Schiff (His Majesty's Ship). The k.u.k. Kriegsmarine came into being after the formation of Austria-Hungary in 1867, and ceased to exist in 1918 upon the Empire's defeat and subsequent collapse at the end of World War I.

Prior to 1867, the Imperial Austrian Navy or simply the Austrian Navy, saw action in the French Revolutionary Wars, the Napoleonic Wars, the Austrian expedition against Morocco (1829), the Second Egyptian–Ottoman War, the First and Second Wars of Italian Independence, the Second Schleswig War, and the Third War of Italian Independence. Following Austria's defeat by Prussia and Italy during the Seven Weeks' War, the Austrian Empire reformed itself into the dual monarchy of Austria-Hungary, and the navy also became the Austro-Hungarian Navy. Largely neglected by the Empire in its early years, the k.u.k. Kriegsmarine expanded along with Austro-Hungarian industrialization into one of the largest navies in the Adriatic and Mediterranean Seas. By 1914, the k.u.k. Kriegsmarine had a peacetime strength of 20,000 personnel, seeing action in the Boxer Rebellion and other conflicts prior to World War I.

During most of World War I, the Allied Powers maintained the Otranto Barrage to bottle up the k.u.k. Kriegsmarine in the Adriatic Sea. Largely tasked with defending the Empire's 1,130 nautical miles (2,090 km; 1,300 mi) of coastline and 2,172.4 nautical miles (4,023.3 km; 2,500.0 mi) of island seaboard, the Navy chose to rely on its U-boats to attack Allied shipping rather than risk the destruction of its battleships, cruisers and other surface vessels. In June 1918, it attempted to break the Otranto Barrage with a large naval fleet, but the attack was called off after the battleship Szent István was sunk by an Italian torpedo boat on 10 June.

Five months later, with the Austro-Hungarian Empire facing collapse and defeat in the war, the Empire decided to transfer most of its navy to the newly declared State of Slovenes, Croats and Serbs on 31 October, effectively bringing the k.u.k. Kriegsmarine to an end. Three days later, the Empire's military authorities signed the Armistice of Villa Giusti, pulling the rapidly disintegrating empire out of the war. With the signing of the Treaty of Saint-Germain-en-Laye and the Treaty of Trianon, Austria and Hungary became landlocked, and the Empire's most important ports of Trieste, Pola, Fiume and Ragusa became part of Italy and Yugoslavia. The k.u.k. Kriegsmarine's main ships were turned over to the Allies, who scrapped most of them in the 1920s during the era of naval disarmament.

History of mail transportation

For a long time it was customary on warships to combine the official mail and the private mail of the ship's crew in closed packages and to send it by any possible postal route to the supreme naval authority in Vienna, from where the individual mail items were first forwarded to the addressees.

This cumbersome procedure was only changed and accelerated by an ordinance issued on November 21, 1893, insofar as official mail and private mail already franked accordingly - depending on the destination - were sent in separate packages to the regionally responsible main post offices in Vienna, Trieste or Budapest had to arrange for further transport in detail.

The ships of the Navy only received their own stamps after 1900, with the authority to cancel the stamps themselves, so that stamps of this type cannot occur on cruiser stamps.

The naval field post office in Pola

The field post office was ordered to start operations on 11. August 1914. The "Pola 1" post office initially took over the transport of the naval field post to the Adriatic, but also the field and stage post offices along the Adriatic coast, that of the Danube flotilla the post office "Budapest 3", later also the field and stage post offices in Serbia, Romania and Russia.

Furthermore, many ships, from the battleship to the destroyer, as well as some larger auxiliary ships, had on-board postmarks (but no on-board post offices!), the smaller warships and auxiliary ships only had service and censorship stamps. In addition to the on-board postmark, the various service and censorship postmarks were also recognized for transport by post as field post (free of charge). That is why many field mail items, especially in the last year of the war, 1918, do not have a postmark.

The naval field post office in Pola

In order to be able to cope with the growing volume of mail from the Navy personnel and to comply with safety regulations, the port admiral in Pola suggested the establishment of a naval mail collection point and set it up in the building of the post office Pola 2 (San Policarpo), where it began its activities on 14. November 1914.

This naval mail collection point was only considered as such by the post office. It could therefore not enter into the so-called postal traffic with other post offices, which resulted in difficulties in accepting postage-due mailings and customs postage. This state of affairs was unsatisfactory in the long run.

A report dated 17. November 1914 to the Ministry of Commerce was intended to obtain recognition of the Naval Mail collection point as an independent post office (Mariefeldpostamt Pola). But it lasted until 25. March 1915. On this day the decree of the KM Abt.5/TB was published, approved by decree of the k.u.k. Fleet Command No. 170 of March 31, 1915, "Regulations for Postal Traffic Fleet and Crew Pola, valid from 7.4.1915".

The naval field post office in Pola began its activities on 7. April 1915 in the premises of the naval mail collection point in the post office "Pola 2". Now the mail sent by the naval services or ships could be forwarded in sealed bags to the post office "Pola 1" without civilian postal officials being able to see the delivered Marian mail, as was previously the case.

The postmark "Pola 1" was used until the beginning of April 1915. Since there were no definitive postmarks when the Pola Marine Field Post Office went into operation, postmarks 2, 3 (provisional, rubber stamp) and 5 (official stamp of the Navy Field Post Office) were used in April and May 1915. Only from about 10. May 1915 was the postmark 4 (metal stamp) with the letters a - m in use, whereby the postmark with the letter "a" was mostly only used for Reko service broadcasts.

There were also three different Reco labels and one Reco stamp in use, namely:

Reco label 1 (post office Pola 1) until April 1915
Reco label 2 from May 1915 to early 1918 and
Reco label 3 from 1918 until the end of the war, but only for official mail.

The Reco stamp was rarely used.

From 7. April 1915, the Pola Navy field post office was able to handle postal traffic like all other field post offices, such as reco traffic, exchange of letter-card ends or bags, levying penalty postage, but was not on an equal footing with the other post offices. No letters of money could be sent or received, nor could the postal savings bank service introduced to the troops on 1. June 1915 be carried out. The reason for this restriction was that the Navy Field Post Office Pola was operated by Navy personnel and not by Field Post officials.

Until the opening of the field post office 549 (naval port command Pola) in January 1918, the navy members had to handle money transactions via the civilian post offices. This is how the naval field post functioned smoothly until the end of the war.

On 8.November 1918, the field post office 549 in the naval port of Pola and on the same day the stage post office 267 in the naval port of Cattaro (today Kotor) were closed. The last cancellations of 1. November 1918 are known from the Pola field post office. The closure must be accepted on November 2 or 3, 1918.

This ends the postal history of the k.u.k. Navy.
